Patricia DeL. Marvil, Chairman and
CEO, is the founder and owner of Securiguard. She was recently selected as
one of the Nation's five outstanding Hispanic Business Executive Women of the Year
and one of the Washington Metropolitan area's Top Twenty-Five Women Business Owners
for the past 6 years.
Mrs. Marvil has over 26 years of experience in security
and criminal justice. Over the past 20 years, Mrs. Marvil has successfully
developed Securiguard into a multi-million dollar corporation that has a hard earned
reputation for providing highly professional security services with integrity.
She has simultaneously served on the Board of Directors for several business organizations
and has supported the development of new businesses in
Northern Virginia
. Mrs. Marvil has also been appointed to and served on several commissions
and boards for the development of special programs for the
Commonwealth of Virginia
by the Governor of Virginia. |

President:
David L. Marvil CPP, CHS-III, President,
is the co-founder of Securiguard. He has over thirty-five years of executive
level experience in law enforcement and security including criminal justice, intelligence,
emergency management, contingency planning, terrorism, national security and continuity
of government. He was a member of the National Security Council's Executive
Committee on Terrorism and the Department of Justice's Interdepartmental Committee
on Internal Security.
Mr. Marvil was Chief of Contingency Plans/Readiness
for the Federal Emergency Management Agency, Executive Secretary for the Continuity
of Government Task Force, and Consultant and Assistant Director of the Federal Preparedness
Agency. Mr. Marvil was President and General Manager of two companies providing
security and related services. As an officer in the U.S. Air Force, he served
in several active duty and reserve positions including Air Police Security Officer
and Combat Defense Officer of the Strategic Air Command, Provost Marshal of the
Puerto Rico Air National Guard, Caribbean Federal Liaison Officer for the Defense
Civil Preparedness Agency, and Assistant State Director of Civil Defense for
Puerto Rico
. He has been a faculty member of the
University
of
Maryland
and
Central
Michigan
University
and served as Director of Police Science and Administration of the University of
the
Virgin Islands

Director, Contract Administration:
Peter McVety, Director of Contract Administration, is responsible for and
manages/oversees all facets of contract administration as well as all customer contractual
interaction for SGI. He has over 20 years of management and operations experience.
Prior to joining SGI in 2008, Mr. McVety was the Director for Coalition Affairs for Iraq and
Afghanistan in the Office of the Secretary of Defense in the Pentagon. Prior to that
assignment, he was the Deputy Director for Iraq Policy in the Office of the Secretary of
Defense. Mr. McVety completed 20 years of active duty service with the U.S. Navy as an
FA-18 pilot. His tours included service in Florida, Texas and Canada. During his service
in the Navy, Mr. McVety earned an MBA and a MA in National Security and Strategic Studies.
Mr. McVety attends contract deliverable briefings and monitors contract performance and
compliance through first hand observation, records, and reports.

Director of Price Analyses:
Roger L. Bruley analyzes, manages, and obtains approval of all contract prices
as well as serves as Securiguard’s Facility Security Officer and Weapons Custodian.
Prior to his present position, Mr. Bruley served as Securiguard’s Director of Training.
He graduated from the United States Military Academy at West Point in 1973 and was
commissioned into the Military Police. He was later awarded an alternate specialty
of Nuclear Effects Officer. For approximately twelve of his twenty years of
active duty service, he successfully combined these two specialties in various nuclear
surety/security positions. As an Ordnance Brigade staff officer, he conducted
physical security assistance visits and inspections of the 67 nuclear storage units
and sites throughout the command. Within the same brigade, he also served
as a Military Police Company Commander responsible for the physical security of
a nuclear weapons storage site, including the Personnel Reliability Program for
the 200 person security force. Assigned to the Combat Developments Directorate
of the Field Artillery School, he worked with the National Laboratories in the development
of the insertable nuclear component (INC) technology. He has held successively
responsible positions as the Chief of the Nuclear Surety Section at both the Corps
and Army staff levels. In these positions, he was responsible for the oversight
of the safety, security, survivability, and reliability programs of all nuclear
capable and nuclear storage units within the Commands. For his final assignment,
he was selected to join the On-Site Inspection Agency (OSIA) as a member of their
Threshold Nuclear Test Ban Treaty Inspection Team. When the Soviet Union declared
a moratorium on nuclear testing, he was reassigned within the Agency to direct their
training program. In this position, he managed a staff tasked to develop,
procure, schedule, and administer training programs in support of all international
treaty requirements. The balance of Mr. Bruley’s career was devoted
to Military Police assignments such as the Provost Marshal for the Kwajalein Missile
Range, where he was responsible for all law enforcement, security, and public safety
for two thousand people, the comprehensive missile tracking system, and all of the
supporting facilities on the nine islands comprising the range. |

Director of Training:
Patrick Marvil , Director of Training, develops, tailors, manages, and implements
training programs for SGI’s customers. He is responsible for the overall development and
execution of the training plan for the security force. Mr. Marvil has more than nine
years experience in the field of security that includes extensive overseas work in support
of military operations and training of foreign military personnel and foreign government
security agencies.
During his
active duty Marine Corps career, Mr. Marvil served in training roles as an instructor
pilot and terminal attack controller instructor. He also served as a weapons and tactics
instructor for Marines as well as foreign personnel. Mr. Marvil was involved in security
operations in several overseas military operations. He brings a strong background in
leadership, management, instruction, and weapons training. Mr. Marvil attends contract
deliverable briefings and monitors our on-site staff’s performance for contract training
compliance. |

Director of Human Resources:
Leslie M. Howard, Director, Director of Human Resources,
has more than 20 years of experience in personnel management, operations, and security. She
is responsible for the recruitment, screening, selection, processing, and personnel management
of all SGI employees. Ms. Howard oversees SGI’s Benefits Program and is also the lead SGI
staff officer for all interactions with all of the various labor unions representing our employees
on SGI contracts.
Ms. Howard began her career with SGI as a security officer and progressed up
through the ranks to hold the position of Project Manager of a large federal contract in the
District of Columbia before being selected for her present position. She holds a Bachelor of
Arts degree in Psychology and has a unique understanding of the area’s security labor market.
Ms. Howard’s expertise has been instrumental in SGI’s continued success in the areas of recruitment
and retention. Ms. Howard attends contract deliverable briefings and monitors our on-site staff’s
personnel records performance to ensure contract compliance. |

Consultant to the CEO:
Blake J. Robertson, Special Projects, has
over 30 years of public and private sector leadership and management experience. He has been
in leadership positions for 28 years, served in senior management positions on a variety of
large and small business programs on and off for 16 years, and been the senior leader for
organizations as small as 14 to as large as 1167 members. He has a BS Degree in Law Enforcement
as well as a MS Degree in Total Force Development.
Mr. Robertson
completed 27 years of active duty service in 2001 as a Colonel in the U.S. Marine Corps
by serving in senior command and three star level staff positions and culminating in the
assignment as the Direct Reporting Program Manager, Advanced Amphibious Assault, in
charge of and responsible for the Marine Corps’ only DoD Acquisition Category 1, Major
Defense Acquisition Program and one of only two Program Executive Officer (flag) level
equivalent program management positions in the Department of the Navy. Mr. Robertson
has since served as a CEO / President level consultant to several private corporations
as well as a Program Executive Officer/Program Manager level consultant on three multi-billion
dollar programs with the U.S. Marine Corps, U.S. Navy, and U.S. Coast Guard, and on a mobility
enhancement program for the U.S. Special Operations Command. Mr. Robertson attends all contract
deliverable briefings with the CEO. |

Director, Operations:
Mr. Robert F. Byers has 35 years
of service in Federal law enforcement at the special agent, managerial, and executive
levels with specialized experience in investigations, physical protection, and risk
management. He has held senior positions in key government and law enforcement agencies
and is a widely recognized leader in the aviation and transportation security industry.
Most recently, Mr. Byers served as Deputy Assistant Administrator of the Transportation
Security Administration (TSA) Office of Law Enforcement and Deputy Director of the
Federal Air Marshal Service (FAMS), where he led the effort to transform the pre
9/11 Air Marshal program from a small group of less than 50 agents, to a fully functional
Federal law enforcement agency with thousands of air marshals. He also managed several
critical components of the national strategy to secure air travel. He oversaw the
state of the art Transportation and Security Operations Center (TSOC), led the expansion
of the Federal Flight Deck Officer program that arms thousands of commercial airline
pilots, and provided oversight and guidance to the TSA Canine program, which is
one of the largest in the United States.
Prior to serving in the TSA, Mr. Byers served in the United
States Secret Service for over 20 years and held posts in multiple field locations.
His Secret Service career culminated in his appointment as the Deputy Assistant
Director of Protective Operations, where he had direct oversight responsibility
for the security and protection of the President, the Vice President, their families,
and the White House. Prior to becoming Deputy Assistant Director, Mr. Byers completed
3 tours of duty with the Presidential Protective Division, the detail charged with
the immediate safety of the President and first family under Presidents Reagan,
Bush, and Clinton.
Mr. Byers began his law enforcement career as a police
officer with the Fairfax County, Virginia police department, and later as an investigator
with the Bureau of Alcohol, Tobacco, and Firearms. He was a member of the Senior
Executive Service for 10 years and holds a Bachelor of Science in Law Enforcement
from Penn State University, a Master of Arts degree in Administration of Justice
from George Washington University, and an additional Masters in National Resource
Strategy from the Industrial College of the Armed Forces. Mr. Byers also currently
serves as an adjunct professor at George Mason University.
